Kovalam-Vizhinjam master plan revised

The government has increased the maximum height of construction in the master plan area from 9 metres to 12 metre. In the draft notification issued in September 2022, the maximum height was fixed as 9 metre.

THIRUVANANTHAPURAM: The local self-government department has issued the final notification for the master plan for Kovalam-Vizhinjam area. The revised master plan comes with a relaxation in height under general provisions. The government has increased the maximum height of construction in the master plan area from 9 metres to 12 metre. In the draft notification issued in September 2022, the maximum height was fixed as 9 metre.

As per the new notification, all future developments shall be in conformity with provisions of the master plan for Kovalam-Vizhinjam area. All development and constructions within the planning area boundary prescribed in the master plan shall also conform to the building rules in force – the Coastal Zone Regulations, the Kerala Conservation of Paddy Land and Wetland Act, restrictions imposed by the Aircrafts Act, 1934, (Central Act 22 of 1934), notifications under the Ancient Monuments and Archaeological Sites and Remains Act, and other statutes applicable.

The areas have been zoned under various uses such as agricultural, commercial, public and semi-public (lands reserved for the following purposes viz, civic centre, sub centres at Vellar and Vizhinjam, tourism development, area for Vizhinjam fishing harbour, industrial zone, camping and recreation, and golf course. Areas to be acquired for fishermen rehabilitation and areas reserved for staff quarters are included under public and semi-public uses) residential etc.

The notification said that existing structures for religious uses, land for agricultural uses and areas and structures of archaeological importance may be permitted to continue in all zones. All constructions/land developments in the vicinity of Archaeological Survey of India (ASI) protected monuments such as Parasurama temple at Thiruvallam and Vizhinjam rock cut cave temple, shall be in accordance with relevant regulations of ASI.

The government had sanctioned the development scheme in 1978 and in 2010 the scheme was altered. It has again been changed to make the zoning regulations compatible with the present development scenario. As per the notification, large scale development proposals in an area not less than 0.5 hectare, exceeding an investment of Rs 50 crore, which provide direct employment (after commissioning of the project) to the tune of not less than 250 people may be permitted in all zones other than water courses, if not included in the permitted uses or restricted uses as per zoning regulation applicable. These projects shall require an approval from a special committee and a set of conditions has been laid down for these projects
